Bud's Observations
Although inscribed Diego Suarez and intended for use in the far north, the second stamp’s 12 April, 1905, postmark is Antananarivo, Madagascar’s centrally located capital city. Such usage is common.

Census: eight in BB spaces, seven on supplement page.

Jim's Observations
From 1885-1996, Diego Suarez (named after Diogo Soares, a Portuguese explorer) was a French protectorate and colony. The administration of the colony was given to Madagascar in 1896. Stamps were issued from 1890-1894.
